US lawmakers Sam Liccardo and Kevin Kiley have proposed legislation seeking binding AI safety safeguards with China, including technical exchanges, model testing, audits and a direct crisis hotline. The framework would also address cybersecurity, CBRN risks and intellectual property concerns.
