Congress on Thursday alleged that the Special Intensive Revision (SIR) of electoral rolls was a conspiracy by Prime Minister Narendra Modi, Home Minister Amit Shah and Chief Election Commissioner Gyanesh Kumar to deprive large sections of Indians of their voting rights.
