Andhra Pradesh announces 2027 deadline for land re-survey and digital records overhaul

Andhra Pradesh Chief Minister Chandrababu Naidu said the State will complete land re-survey by 2027 and issue Pattadar Passbooks with advanced security features. The government has resolved thousands of acres of land disputes and is digitising old revenue records

Amaravati: Andhra Pradesh Chief Minister N. Chandrababu Naidu on Monday announced that the land re‑survey process would be completed by 2027 and Pattadar Passbooks bearing the official State emblem would be issued to farmers and landowners.

Participating in the distribution of ‘Mee Bhoomi–Mee Hakku’ Pattadar Passbooks at Kalidindi in the Kaikaluru Assembly constituency in Eluru district, he said the coalition government was working with the sole agenda of resolving revenue‑related problems.

Naidu stated that the Revenue Records Reforms 2026 were introduced to cleanse and streamline land records. He issued a Pattadar Passbook bearing the State emblem to a woman farmer, Nallajarla Durga Bhavani.

Later addressing the gathering, the Chief Minister said the double‑engine government at the Centre and in the State was driving development at bullet speed and had resolved the issue of land allotted to ex‑servicemen who had participated in the Second World War, which were placed under Section 22‑A, and issued them pattas.

He said the destruction caused by the previous government between 2019 and 2024 damaged revenue records, with lands and properties digitally placed under 22‑A, creating disputes. When the coalition government came to power in 2024, a large number of complaints relating to land issues started pouring in.

Naidu said the State government was incorporating strong security features, similar to those used for currency, into Pattadar Passbooks. Blockchain technology has been used to prevent tampering with property details, while QR codes and other technology‑based security features have also been incorporated.

So far, 32.22 lakh Pattadar Passbooks have been handed over to farmers and landowners. During the next seven months, the government will complete the re‑survey in 9,365 villages and issue 68.64 lakh Pattadar Passbooks, he said.

The Chief Minister said land‑related problems covering nearly 41,000 acres had been resolved so far, benefiting more than 1.27 lakh farmers, industries and members of the public. He said 1.36 lakh acres had been freed from freehold restrictions.

The government has taken up digitisation of old land records, including 1‑B, Adangal, DKT, ARC, Inam and Ceiling records. All link documents will be made available online. So far, nearly nine lakh people have been provided the facility of auto‑mutation. The re‑survey is being conducted in the presence of farmers.

After obtaining e‑KYC, Pattadar Passbooks bearing the State emblem are being printed and distributed by conducting Gram Sabhas to ensure transparency.

Naidu said the government has been providing subsidised power to the aquaculture sector at Rs 1.50 per unit irrespective of the zone. Though this has placed an additional burden of Rs 1,150 crore on the government, the subsidised power will now also benefit 12,500 farmers in non‑aquaculture zones.

The Chief Minister strongly criticised the Opposition, alleging that it was resorting to conspiracies and creating disturbances in the State.

He said the government has provided a subsidy of Rs 10 per kg of tobacco and also spoken to the Centre to facilitate loans of Rs 50,000 per barn.

Stating that the coalition government was keen on protecting law and order, Naidu made it clear that nobody would be spared if they violated rules, even if they belonged to the ruling party. He cited the case of a TDP leader in Guntur who behaved inappropriately towards a woman, saying he was suspended, a case registered and an inquiry launched.

Later, the Chief Minister distributed tractors to farmers and visited stalls set up at the venue.
