BRS MLC Sravan accuses govt colleges of withholding certificates of students

BRS MLC Dasoju Sravan accused the Congress government of allowing colleges to illegally withhold students’ original certificates over pending fees due to delayed reimbursement. He demanded immediate clearance of dues, disciplinary action against principals, and a toll-free grievance mechanism, warning of statewide protests if the issue is not resolved.

Hyderabad: BRS MLC Dasoju Sravan accused the Congress government of allowing government and aided colleges to withhold students’ original certificates over pending fee payments following delayed fee reimbursement payments.

He demanded that the government immediately issue instructions for the unconditional release of all original certificates irrespective of fee reimbursement arrears. He also sought disciplinary action against principals allegedly withholding certificates.


He further demanded immediate clearance of pending fee reimbursement dues with a time-bound repayment schedule, and also the establishment of a dedicated toll-free grievance redressal mechanism for students facing harassment.

In an open letter to to Chief Minister A Revanth Reddy on Wednesday, Sravan alleged that students in institutions like Nizam’s College, Koti Women’s College, Saifabad Science College, Arts and Science College and several autonomous colleges affiliated to universities, were being denied original documents, including transfer certificates, provisional certificates and marks memos.

He said they were allegedly being forced to pay pending fees to obtain original certificates, despite the government itself delaying fee reimbursement.

Stating that the practice violated High Court orders as well as UGC and AICTE norms, he said educational institutions had no legal right to retain students’ original certificates. He contended that the issue had severely affected students from SC, ST, BC and minority communities, many of whom were losing opportunities for higher education and employment due to lack of their original certificates.

Sravan reminded that fee reimbursement was an administrative issue between the government and educational institutions. He asserted that students should not be harassed for no fault of theirs. He warned that the BRS would launch Statewide protests if the government failed to intervene and resolve the issue.

He added that copies of the representation have also been sent to the Governor, Osmania University Vice-Chancellor and the Telangana state Council of Higher Education (TSCHE) Chairman for necessary action.
