BRS to introduce Bill to grant legal sanctity to Six Guarantees
The BRS plans to introduce a Private Member Bill to give legal backing to the Six Guarantees, urging Congress to support it. KT Rama Rao alleged delay in implementation and said the Bill would ensure accountability and enable people to seek legal remedy.

Hyderabad: Putting the ruling Congress on the spot, the Bharat Rashtra Samithi (BRS) has decided to introduce a Private Member Bill to grant legal sanctity to the Six Guarantees. It has also sought the support of all political parties, including the Congress.
If the Congress was committed to implementing the Six Guarantees, it should extend unconditional support to the Bill to be introduced in the current Budget session, BRS working president KT Rama Rao said at a press conference here on Saturday.
On the first day in office on December 7, 2023, Chief Minister A Revanth Reddy signed the initial file to pave the way for the “Abhayahastham” Act, which includes the six guarantees. A week later, then Governor Tamilisai Soundararajan reiterated this commitment while addressing members of the Assembly and Council, he said.
Even after more than 800 days, there has been no progress in implementing the guarantees, Rama Rao said, adding that this prompted the BRS party to prepare the Private Member Bill. He added that the BRS would also trace the first file signed by the Chief Minister.
The party will approach the Speaker’s Office in the Assembly and the Chairman’s Office in the Legislative Council to seek admission of the Bill. Rama Rao also urged the public to pressure MLAs and MLCs to support the Bill. “We will distribute copies of the Bill to all Members in the House and seek their backing,” he said.
The BRS working president said the Bill was aimed at forcing the government to act, alleging that it had deceived all sections of society after securing votes with promises of the six guarantees. If the Congress was sincere about implementation, it should allow the Bill to be taken up for discussion in the House, he added.
Citing precedent, Rama Rao said that during the tenure of former Chief Minister late NT Rama Rao, BJP floor leader Ch Vidyasagar Rao had introduced a Private Member Bill and it was approved. He said such a precedent exists in united Andhra Pradesh.
“Since both the ruling Congress and the opposition BRS support legal backing for the guarantees, there should be no hurdle in passing the Bill,” he stressed.
Rama Rao said the Bill represents the interests of farmers, women, students, government employees and youth, who were let down by the Congress government. He also outlined the benefits of the proposed Bill. Referring to the Chief Minister’s proposal to deduct traffic challans amount from bank accounts, he said that once the Bill is passed, benefits under the six guarantees could reach people automatically.
“In case of any delay, people can approach the courts. The government will be compelled to fulfill its promises,” he said.
