Centre releases Rs 4,102 crore for Census 2027 training, infrastructure and honorarium

The Centre has released Rs 4,102 crore to states and Union territories for Census 2027 preparations, including training, manpower and digital infrastructure. The first phase has been completed in 31 states and UTs, while self-enumeration will be available for the first time

New Delhi: The Centre has released Rs 4,102 crore to states and Union territories (UTs) for training of census functionaries, manpower assistance, technical infrastructure and honorarium, the Rajya Sabha was informed Wednesday.

In a written response to a query, Minister of State for Home Affairs Nityanand Rai said the first phase of Census 2027 — the houselisting and housing census — has already been completed in 31 states and UTs.


“In the remaining states, first phase of the census is scheduled to be completed by September 2026,” he said.

The minister said the second phase of the census — Population Enumeration — in the UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir, Himachal Pradesh and Uttrakhand shall be undertaken from September 1-30, 2026, with a revisional round from October 1-5, 2026.

“There shall also be an option for self-enumeration from August 17, 2026, to August 31, 2026,” he said.

The minister said orientation of master trainers, field trainers, enumerators, supervisors, etc, for the first phase of Census 2027 has been completed or in progress, in accordance with the notified schedule, in coordination with the states and UT administrations.

“Till now, a total amount of Rs 4,102 crore has been released to States/UTs for training of census functionaries, manpower assistance, technical infrastructure, payment of honorarium to census functionaries, etc,” the reply read.

The minister said mobile applications for data collection and other digital platforms, including the Census Management and Monitoring System (CMMS) Portal, have been developed for the first phase of Census 2027.

“The facility of self-enumeration to the respondents through an online web portal has also been given for the first time in census. Digital tools for the second phase of the census have been developed,” he said.
