Hyderabad: Cabinet sub-committee on registration of non-agricultural properties on Tuesday promised to resolve all the teething problems in completing the registrations successfully within a week. Roads and Buildings Minister Vemula Prashanth Reddy who chaired the Cabinet sub-committee meeting stated that the State government would take all measures to simplify the registration process and also dispel misconceptions among people about the registration process.

The Cabinet sub-committee comprising Ministers Prashanth Reddy, KT Rama Rao, Mohd Mahmood Ali, Errabelli Dayakar Rao and Talasani Srinivas Yadav, convened a meeting with the top officials to review the registration process for non-agricultural properties as well as status of Dharani portal. Chief Secretary Somesh Kumar and other officials were also present.


Speaking on the occasion, Prashanth Reddy said Chief Minister K Chandrashekhar Rao had appointed the Cabinet sub-committee to facilitate registration process after obtaining suggestions and objections from all the stakeholders, including bankers, buyers, sellers, realtors and others. “We are compiling the suggestions and objections from all stakeholders which will be submitted to the State Cabinet for necessary action,” he said. To complete the pending registrations, the Cabinet sub-committee has suggested deploying additional staff and complete the registrations within three months, he said.

Besides taking measures to dispel misconceptions on sale deeds, the Minister clarified that both buyers and sellers can compile the documentation on their own and submit them for property registration. A workshop is scheduled to be held with all the stakeholders at Dr MCR HRD Institute on December 17. Further, the provisions for special power of attorney (SPA), general power of attorney (GPA) and development-cum-gpa (DGPA) will be made available within a couple of days.

Three working groups comprising senior officials have been appointed to look into issues pertaining to statutory, operational system and technical respectively where those from the real estate sector will be involved to obtain appropriate advice or suggestions to improve the services. “For the last 100 days, a team of officials headed by the Chief Secretary has been working round-the-clock to resolve all the issues arising out of property registrations. Now, the

Ministers will also take part and guide the working groups,” he informed.
Prashanth Reddy said that as per the directions of the Chief Minister, the Telangana Property Index Number (TPIN) which is a unique identification number is being given to each property by the local bodies to prevent any forgery or tampering of documents. He said the registration of open lands us being conducted smoothly without any issues. “In line with the ideas of the Chief Minister, the Dharani portal has been launched to conduct land registrations in a simple and transparent manner, to reduce human interference as well as support the real estate sector. The Chief Secretary and his team are working tirelessly to launch the portal,” he added.

140 non-farm lands registered on day 2

Registration of non-agricultural properties which commenced on Monday has gained momentum with nearly 140 registrations completed on the second day. Only 82 transactions could be carried out on the first day. Payments have been made for booking slots for 2,427 transactions, fetching the exchequer Rs 43.62 crore. In all, 433 slots have been booked for Wednesday across 92 sub registrar offices. The online slot booking is being facilitated through MeeSeva centres.

Meanwhile, a new online facility for conversion of agriculture lands to non-agriculture (NALA) purposes will be introduced on the Dharani portal from Wednesday. The slots have been booked for around 80,947 transactions through Dharani, fetching a revenue of Rs 87 crores for the State government. About 59,294 registrations have been completed.

Further, about 17, 058 applications have been received for mutation of agricultural properties prior to commencement of Dharani portal and they will be disposed from Wednesday onwards.
