Hyderabad: Additional guidelines have been issued to the District Collectors for effective implementation of Telangana Dalit Bandhu scheme in Huzurabad Constituency as well as four Mandals in four SC Assembly segments and also Vasalamarri village in Yadadri Bhongir district. Accordingly, the District Collector must form the sectoral teams and along with them, ensure that all units are successfully grounded as well as handhold the beneficiaries at every stage.
The District Collectors have been instructed to prepare the village-wise final list by grouping the beneficiaries into five categories – agriculture and allied activities, transport sector, manufacturing and industry, retails and shops, services and supplies, as per their initial preferences. They should also verify, deduplicate and finalise the list of beneficiaries, before opening the special ‘Dalit Bandhu’ bank account in the name of the head of each beneficiary family. Resource persons would be identified for each of the sector from the concerned line departments in the district. These sector resource teams will consist of senior district officers, relevant district officials and other personnel deemed suitable by the Collector.
Special officers and the sectoral resource persons will actively engage with the beneficiaries and ensure that the scheme selection is done appropriately as per preference, aptitude and experience of the beneficiary as well as economic viability of the unit. Apart from sectoral trainings, the beneficiaries will undergo special modules for developing entrepreneurial skills and basic accounting capabilities. Once the Sector Resource Team and the district collector are satisfied that the beneficiary families are fully prepared to operationalise the unit/activity, the physical grounding will be taken up. The entire process would be taken up within 2-6 weeks.
