Hyderabad: Congress leader N Uttam Kumar Reddy described former Prime Minister P V Narasimha Rao as the doyen of reforms, especially economic and land reforms. He stated that the land reforms implemented by the former Prime Minister provided justice to the landless poor and the needy, resulting in social justice and set a precedent for other governments.
