Hyderabad: In yet another accomplishment and endorsement for Telangana, the State has been placed No. 1 in the ‘Growth’ category nationally, in the Public Affairs Index (PAI) 2021 released by the Government of India. The State scored the highest with 1.38 points among 18 large States in India, followed by Kerala with 1.34 points and Jharkhand with 0.93 points.
The ‘Growth’ parameter ranks a State based on the availability and optimal use of resources such as infrastructure, which plays a crucial role in how a State performs in healthcare, education, employment, and other sectors.
The sixth edition of Public Affairs Index 2021 from the Public Affairs Centre is a non-partisan, independent and evidence-based study using only Central government data available in the public domain. It looks at governance performance in the context of sustainable development defined by three pillars – Equity, Growth and Sustainability, five themes, 14 sustainable development goals and 43 indicators. The index has also taken into consideration each State’s response to the pandemic.
Commenting on Telangana’s ranking, Sameer Goel, chairman, CII Telangana said, “TS-iPass in Telangana is one of the best in the country and helped in attracting more investments in the State. Also establishment of Pharma City, Textiles Parks, Food Processing Zones, NIMZ and strengthening current Biotech Park and IT Parks have helped in attracting big companies to set up their operations in Telangana.”
Echoing the sentiment, FTCCI president K Bhasker Reddy said, the State government is stable and the industrial atmosphere is good. “We are looking forward to more growth to come. Telangana is doing amazingly well in attracting investments in the State. We are very confident in the growth momentum as well as the future prospects,” Reddy added.
Despite being a landlocked State, the State government’s pro-active industry support and the talent pool are playing a crucial role in strengthening Telangana’s top position in growth. CII will work closely with the Government of Telangana in making the State a one-stop destination for investments in the country, Goel asserted.
The index shows States such as Bihar, Uttar Pradesh, and Madhya Pradesh scored the lowest among the large States with -2.11, -1.52 and -1.32 points, respectively. Among the 11 small States, Goa scored the highest with 1.53 points followed by Delhi with 1.33 points and Himachal Pradesh with 0.74 points. Meghalaya, Nagaland, and Manipur scored the lowest with -1.22, -1.18 and -0.96 points on the index, respectively.
Overall performance
In terms of the overall performance, Telangana has been ranked third with 0.891 points on the index, with Kerala and Tamil Nadu occupying the top two positions with 1.618 and 0.897 points, respectively, among the large States. Jharkhand, Madhya Pradesh, Rajasthan, Maharashtra, Haryana, Assam, West Bengal, Odisha, Bihar, and Uttar Pradesh obtained negative scores. Uttar Pradesh scored the lowest with -1.418 points.
Sikkim, Goa, and Mizoram took the top three spots among the small States in terms of overall performance with 0.907, 0.748 and 0.659 points on the index, respectively. Tripura, Meghalaya, Arunachal Pradesh, Nagaland, Delhi, Uttarakhand, and Manipur obtained negative scores. Manipur was the lowest in the table with -0.783 points.
Among the six union territories, only Puducherry and Jammu & Kashmir obtained positive scores with 1.345 and 0.39 points, respectively, on the index, while the remaining four obtained a negative score.
Equity & Sustainability
Gujarat, Kerala, and Rajasthan took the top three positions among large States in ‘Equity’, while Sikkim, Meghalaya, and Mizoram led the small States.
In terms of ‘Sustainability’, Kerala, Tamil Nadu, and Chhattisgarh took the first three positions among the large States, while Mizoram, Arunachal Pradesh and Goa are ranked in top three positions among the small States.
