Secunderabad Cantonment Board adds mortgage clause to new building norm

Property owners taking up construction in SCB areas will have to mortgage 10 per cent of built-up area to get their building plans sanctioned

Hyderabad: Henceforth, property owners taking up construction in Secunderabad Cantonment Board (SCB) areas will have to mortgage 10 per cent of the built-up area to get sanction of their building plans.

The new norm, on the lines of the one being implemented in Greater Hyderabad Municipal Corporation (GHMC), was discussed during the SCB Board meeting chaired by Brigadier NV Nanjundeswara and SCB chief executive officer D Madhukar Naik here on Friday.


During the meeting, Madhukar Naik pointed out that most of the property owners were building structures unauthorisedly by deviating from the sanctioned building plan. Implementing a mortgage clause would be a check on the menace of unauthorised structures, he said adding, “in case any violations are found, the officials will demolish them.’

The Board members agreed to implement the new norm and a resolution was also passed unanimously, which comes into force in a day or two. The Board also passed a resolution to amend certain modifications which were sought by the Ministry of Defence (MoD) to give a final approval to draft building bylaws-2024.

Interestingly, the SCB is implementing the existing building bylaws introduced in 1935.

An important modification in the draft bylaws is that the minimum tenement size in Zone 1 (16 civil bazar areas) may be stipulated as 100 square metres instead of 70 square metres, said the SCB official.

Secunderabad Cantonment MLA N Sriganesh asked the Board members to allot Dhobi Ghat in the Cantonment spread over 8.62 acres and also construct integrated sports complex, an eight-lane synthetic athletic track, and multipurpose hall. The Sports Authority of Telangana (SATG) had already sanctioned Rs 23.5 crore to build the sports complex and SCB has to hand over the land, he said. A committee will be set up soon to look into the matter.

Civilian nominated member Bhanuka Narmada, represented to install Shivaji statue at Sikh Village (Masthan Hotel), but SCB CEO refused citing no statue would be installed at public places to avoid traffic disruptions as a reason.
