SIR: Enumeration form distribution remains slow in Hyderabad, Medchal-Malkajgiri and Rangareddy

Enumeration form distribution under Telangana's Special Intensive Revision remains slow in Hyderabad, Medchal-Malkajgiri and Rangareddy districts. Medchal-Malkajgiri has recorded the lowest coverage, while voters have complained of delayed visits by Booth Level Officers despite the ongoing door-to-door verification exercise.

Hyderabad: The distribution of enumeration forms as part of the Special Intensive Revision (SIR) of electoral rolls in Telangana continues to remain sluggish in three districts – Medchal-Malkajgiri, Rangareddy and Hyderabad – with Medchal recording lowest distribution in the State.

Only 57.79 percent out of 29,79,130 voters in Medchal-Malkajgiri district have been handed over the enumeration forms even as the process entered into the 12th day on Sunday.


As per the details released by the Telangana Chief Electoral Officer as of July 5 (8 am), Hyderabad recorded 64.14 percent of forms distribution while there are 47,36,669 voters, the highest among all districts. As for Rangareddy districts, 77.58 percent out of the 36,99,743 voters are issued forms.

One of the main reasons for sluggish forms distribution, which the Hyderabad, Medchal-Malkajgiri and Rangareddy districts voters attribute to Booth Level Officers (BLO) remaining untraceable. There have been complaints from voters that BLOs are yet to visit their homes in several colonies in the city.

Even as the rules mandate that a BLO has to make door-to-door visits, some residents said that some BLOs are taking up the process in the community halls. There have been instances of some BLOs calling up voters to collect their homes instead of handing them over at their doorstep.

As per the schedule, the enumeration forms are to be distributed to voters within 30 days. With already 12 days passed, voters are apprehensive that delay by the BLOs might cost their voting right.

According to the data, barring four districts – Medchal-Malkajgiri, Rangareddy, Hyderabad and Sangareddy districts, 29 districts recorded more than 90 percent of the enumeration form distribution as of July 5 (8 am).

The highest distribution is seen in Jogulamba Gadwal district, where 99.83 percent out of 5,03,859 voters received their forms. Overall, the forms have been distributed to 86.42 percent out of 2,92,31,268 voters.
