Azerbaijan's bid follows its expression of interest at the Shanghai Cooperation Organization summit in Astana in early July, as reported by Xinhua news agency. During the summit, Azerbaijan and China signed a Joint Declaration on Strategic Partnership, which included Azerbaijan's intention to join BRICS.
