The youth was arrested on Monday while the incident took place on Saturday night. The accused belong to a former village pradhan's family and are from a different community.
“There is a need to strengthen law and order in Delhi. I appeal to the central government to take firm steps in this direction,” he said.
"I told them that Rahul Gandhi is standing with them till they get justice and will not back down even an inch," he told reporters after meeting the parents of the victim.
The police said the girl, a student of class 8, had gone out of her house early in the morning when the accused dragged her into his shop and raped her.
The police have registered an FIR under IPC sections 376 (rape), 302 (murder) and also under the POCSO Act against an unidentified person.
The girl had gone to the fields Sunday afternoon to collect fodder for cattle but did not return.
The police said that the accused, Krishna Gupta, 21, has been arrested.
A 19-year-old Dalit woman was allegedly raped by four upper-caste men in Hathras on September 14. She died on September 29 at Delhi's Safdarjung Hospital during treatment.
It also asked the court to direct the Central Bureau of Investigation (CBI) to submit a fortnightly status report on the investigation to the State government which can be filed by the DGP of UP before the court.
