Tamper-proof blockchain: Naidu announces enhanced security for AP land documents

Andhra Pradesh Chief Minister N Chandrababu Naidu said pattadar passbooks will feature currency note-like security measures, including blockchain and QR codes, to prevent tampering. He said over 32 lakh passbooks have been distributed, with land resurvey across the state targeted for completion by 2027

Kalidindi (Andhra Pradesh): Andhra Pradesh Chief Minister N Chandrababu Naidu on Monday said the government was incorporating currency note-like security features into pattadar passbooks (land documents).

Addressing a public meeting at Kalidindi in Eluru district as part of the ‘Mee Bhumi Mee Hakku’ (Your Land, Your Right) programme, the CM said tamper-proof blockchain technology was being incorporated into the passbooks. “We are implementing currency note-like security features in pattadar passbooks. Through blockchain technology, we have extended tamper-proof security to these documents,” Naidu said, adding that QR codes and other security features had also been embedded.

According to Naidu, more than 32 lakh pattadar passbooks had been distributed to farmers, while 9,365 villages were yet to undergo resurvey to enable the distribution of another 69 lakh passbooks. The CM said 41,000 acres of land had been removed from the 22-A list, paving the way for the distribution of pattadar passbooks to nearly 1.5 lakh farmers. In Eluru district alone, Naidu said 5,500 acres had been removed from the barred 22-A list, facilitating the distribution of pattadar passbooks bearing the official seal.

Naidu said the government had begun digitising land records dating back to 1986, with all linked documents being brought online. Besides providing an auto-mutation facility for nine lakh people, he said ancestral land valued at less than Rs 10 lakh could be transferred for a charge of just Rs 100. Naidu asserted that the coalition government aimed to permanently resolve land disputes and facilitate land transactions, adding that the land resurvey process would be completed by 2027.

He said issues relating to land allotted to ex-servicemen who had participated in the Second World War and had been placed under Section 22-A had been resolved, enabling the government to issue pattas and distribute pattadar passbooks. Naidu alleged that the erstwhile YSRCP government had damaged revenue records during its 2019-2024 tenure, following which a large number of land-related complaints surfaced after the coalition government came to power in 2024.

When the coalition government came to power in 2024, a large number of complaints relating to land issues started pouring in, he said. The CM said Rs 36 crore had been sanctioned for Kaikaluru to address drinking water issues in the Kolleru Lake region, among other initiatives. Further, Naidu said the government had been providing subsidised power to the aquaculture sector at Rs 1.50 per unit, irrespective of the zone.

Though this had placed an additional burden of Rs 1,150 crore on the government, he said the subsidised power would now also benefit 12,500 farmers in non-aquaculture zones. The CM said the government had provided a subsidy of Rs 10 per kg of tobacco and had also spoken to the Centre to facilitate loans of Rs 50,000 per barn.

Lashing out at the YSRCP, Naidu accused it of resorting to “conspiracies and creating disturbances” in the state, and asserted that no one would be spared for violating rules, irrespective of their political affiliation. The CM said those causing inconvenience to the people would face action.
