TCA demands white paper on HCA’s legal expenditure

The Telangana Cricket Association has demanded a comprehensive white paper on the Hyderabad Cricket Association’s legal expenditure, seeking year-wise details of payments to advocates, court fees and litigation costs, citing transparency requirements under HCA governance rules and a Telangana High Court judgment

Hyderabad: The Telangana Cricket Association (TCA) has demanded that the Hyderabad Cricket Association (HCA) publish a comprehensive white paper on its legal expenditure over the past several years, covering advocates, senior counsel, legal officers, court fees and all litigation-related costs.

TCA General Secretary Dharam Guruva Reddy said cricket stakeholders are entitled to know how much of HCA’s resources, including BCCI grants and other cricket funds, were being spent on litigation instead of players, tournaments, grounds, coaching and infrastructure.

“If every rupee spent on legal matters was legitimate, necessary and properly authorised, there should be no difficulty in placing the complete record in the public domain. Every rupee spent on lawyers must ultimately answer to cricket,” he said.

TCA said the demand was firmly rooted in HCA’s own governance framework. “Rules 35 and 36 require proper accounts and audited financial statements, while Rule 37 mandates transparency concerning expenditure, audited accounts, tenders, contracts and governance records; Rule 38 addresses conflict of interest,” he said.

“The questions are simple: What is the year-wise legal expenditure? How much was paid to each advocate or senior counsel, in which case, under whose authorisation and from which HCA account? How much concerned the HCA itself and how much, if any, related to individual office-bearers?” Guruva Reddy asked.

The TCA official also referred to the Telangana High Court judgment dated April 22, 2026, in V. Ramchander Goud v. Hyderabad Cricket Association, which recorded disputes concerning legal bills and the distinction between HCA matters and matters concerning individual office-bearers, including restrictions concerning the use of HCA funds for personal criminal matters.
