TCA questions HCA district committee appointments

Telangana Cricket Association general secretary D Guruva Reddy alleged that the HCA constituted district committees without following the Bombay High Court's directions and the BCCI framework. He demanded suspension of the committees and sought immediate conciliation with the TCA under the BCCI's guidelines

Hyderabad: Telangana Cricket Association general secretary D Guruva Reddy alleged that the district committees announced by the HCA under the supervision of the Single Member Committee (SMC), headed by Justice (Retd.) P Naveen Rao, were constituted without adhering to the Bombay High Court’s directions and the BCCI’s framework for cricket development in Telangana.

Mr Reddy said on Tuesday that the Bombay High Court, in its order dated January 27, 2026, in Writ Petition No. 3678 of 2023, had directed the HCA, functioning under the SMC, to hold a time-bound joint conciliation process with the TCA in line with the BCCI’s decision of July 11, 2021, regarding the development of cricket outside Hyderabad.


“Instead of complying with the court’s directive and engaging in a transparent conciliation process, the HCA has proceeded to announce district committees unilaterally,” he alleged, claiming that the move undermines both the judicial process and the spirit of the BCCI’s directives.

The TCA official also questioned the eligibility of several members appointed to the newly constituted district panels.

The TCA general secretary further referred to the proceedings before the BCCI Ethics Officer and Ombudsman, stating that notices had been issued on June 29, 2026, concerning alleged governance lapses within the HCA, including issues relating to compliance with the BCCI Constitution and institutional memberships.

“The mandate of the Single Member Committee was to restore transparency and constitutional governance in the HCA. Instead, we are witnessing another unilateral exercise that raises serious questions about accountability,” Guruva Reddy said.

The TCA general secretary demanded the immediate suspension of the district development committees announced by the HCA until all legal and constitutional issues are resolved. He also urged the HCA to comply with the Bombay High Court’s directive by initiating the conciliation process with the TCA under the BCCI’s July 2021 framework.
