Hyderabad: Telangana State Legislative Council is all set to witness a flurry of activity, with nearly 19 of the 40-member Council to be replaced with new ones over the next two months. While the Election Commission of India (ECI) has already released the schedule for six MLC seats under MLAs quota, appointment of another MLC under the Governor’s quota is pending. In addition, 12 MLC seats under Local Authorities quota (constituencies) will fall vacant after expiry of term on January 3 next year, for which notification is likely to be issued in the first week of December.
All the 19 MLC seats are currently held by the ruling TRS. The six MLC seats under MLAs quota fell vacant on June 3 this year and the ECI postponed the elections to these seats in the wake of Covid-19 pandemic. On Sunday, the schedule to conduct the biennial elections to these seats was issued and the polling will be held on November 29 followed by announcement of results. The six MLCs whose term expired on June 3 this year are, Council former Chairman Gutha Sukhender Reddy, Deputy Chairman Neti Vidyasagar, Kadiyam Srihari, Akula Lalitha, Mohd Fareeduddin and Bodakunti Venkateshwarlu.
Another seat under the Governor’s quota fell vacant earlier this year and could not be filled after Governor Tamilisai Soundararajan kept the appointment pending. The State government had already recommended the name of Padi Kaushik Reddy who joined TRS recently for the MLC seat under Governor’s quota, but the latter had sought the government to reconsider his appointment.
Meanwhile, 12 MLC seats under Local Authorities constituencies comprising MPTC members, ZPTC members, municipal ward members and councillors as the voters, will fall vacant on January 3, 2022. As per norms, the elections schedule shall be released in first week of December for the entire election process to conclude at least 10 days before the expiry of the tenure of MLCs Shambipur Raju, Patnam Mahender Reddy, K Damodar Reddy, K Kavitha, Kasireddy Narayana Reddy, Tera Chinnapa Reddy, Pochampally Srinivas Reddy, Balasani Laxminarayana, T Bhanuprasad, Naradasu Laxman, Puranam Satish, and protem Chairman V Bhoopal Reddy.
While the TRS party is confident of retaining all the seats, the Opposition parties are planning to win at least a couple of seats. With around 103 MLAs, TRS is well supported by 7 MLAs of AIMIM in the Assembly. As a result, the Opposition parties have nearly zero chances of winning the six MLCs seats under the MLAs quota.
Similar is the case with the Local Authorities constituencies. Of the 142 urban local bodies (ULBs), about 138 ULBs have governing councils where 130 ULBs including all 13 municipal corporations have been won by the TRS.
The TRS won 449 of 538 ZPTC seats and secured all 32 Zilla Parishad chairpersons’ posts. The party also bagged 431 of 537 Mandal Parishad Presidents’ seats, with 3,571 of total 5,816 MPTC posts in its kitty. The TRS had also secured 1,679 out of the total 2,849 municipal ward member posts and 117 of 125 municipal chairpersons’ posts. Similarly, the party had won all 13 Municipal Mayor posts apart from bagging 333 of 661 municipal corporator posts in different municipal corporations.
