Telangana awaits transfer of 589 government buildings from Andhra Pradesh

Twelve years after the bifurcation of Andhra Pradesh, the transfer of 589 government buildings allocated to Andhra Pradesh remains pending. Telangana is yet to receive even the vacated properties, while several key bifurcation issues, including asset division, continue to remain unresolved.

Hyderabad: Twelve years after the bifurcation of Andhra Pradesh, the BJP-led Central government is yet to resolve key issues arising from the State’s division, including the transfer of government buildings allocated between Telangana and Andhra Pradesh.

Apart from unresolved river water-sharing disputes and pending project approvals, the allocation of government buildings continues to remain unsettled. Taking advantage of the prolonged delay, the Andhra Pradesh government is yet to hand over several buildings earmarked for Telangana, even after the expiry of the joint capital arrangement.

Under the Andhra Pradesh Reorganisation Act, 2014, government buildings in areas such as Patigadda, Banjara Hills, Kundanbagh, Erramanzil, Saifabad, Malakpet, Khaladera and Madannapet came under the control of the Andhra Pradesh government after bifurcation.

Of the 2,565 government buildings in Hyderabad, 589 were allocated to Andhra Pradesh, while the remaining 1,976 stayed with Telangana.

Although Andhra Pradesh was expected to hand over these buildings after the joint capital period ended, the process is yet to begin.

During a meeting with Andhra Pradesh Chief Minister N Chandrababu Naidu on July 6, 2024, Chief Minister A Revanth Reddy expressed confidence that efforts were underway to resolve the pending issues between the two States.

Following the meeting, officers’ and ministers’ committees were constituted to address the outstanding matters. However, two years later, the issue remains unresolved.

According to the Roads and Buildings Department, Andhra Pradesh government staff continue to occupy 221 of the 589 buildings, while the remaining 368 have been vacated. However, none of the vacated buildings has been handed over to Telangana.

Officials are yet to take possession of the vacated buildings, while the Andhra Pradesh government continues to retain residential complexes that were temporarily allotted to it after bifurcation.

One such property is the Lake View Guest House, which remains under the control of the Andhra Pradesh government. When Telangana sought its return, Andhra Pradesh, in March this year, declined, stating that issues relating to the division of assets under Schedules IX and X of the Reorganisation Act and other pending matters were yet to be resolved.
