Telangana HC stays Human Rights panel’s action against Sultan-ul-Uloom Educational Society
The Telangana High Court has stayed proceedings initiated by the State Human Rights Commission against Sultan-ul-Uloom Educational Society, citing concerns over jurisdiction and statutory overreach.

Hyderabad: Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin of the Telangana High Court on Thursday stayed the proceedings pending before the Telangana State Human Rights Commission (TGHRC) against Sultan-ul-Uloom Educational Society, observing that the issues raised in the writ petition warrant examination on the question of jurisdiction and statutory overreach.
The petition, filed by Sultan-ul-Uloom College of Pharmacy, challenged the authority of the Human Rights Commission to entertain complaints relating to academic and administrative matters.
The petitioner contended that the Commission had no jurisdiction under the Protection of Human Rights Act, 1993, to inquire into issues such as remarks made in conduct certificates or the issuance of academic documents, as these do not amount to violations of “human rights” within the meaning of Section 2(d) of the Act.
It was argued that the Commission’s actions, including its recommendations and directions issued against the institution, were ultra vires the provisions of the Act and constituted an unwarranted interference in the internal functioning of an autonomous educational body.
Taking note of the submissions, the Bench stayed the impugned proceedings before the Commission, holding that the matter required consideration on the scope and limits of the TGHRC’s jurisdiction in such academic disputes. The writ petition has been posted for further hearing after notice to the respondents.
