Telangana heads into a string of political tests before 2028

Telangana is set for a series of local and bypoll contests, MPTC-ZPTC polls, a possible Khairatabad Assembly bypoll, elections to the three restructured Hyderabad municipal corporations and two Graduate MLC seats, that will serve as key tests of ground strength for Congress, BRS and BJP ahead of the 2028 Assembly elections.

Hyderabad: There is no immediate election to change the government in Telangana. But a series of political tests ahead will offer the three major parties something almost as valuable, a reading of their ground strength before the 2028 Assembly battle. For people, they will have no immediate impact, but might send strong signals to both the ruling and the opposition parties.

The pending MPTC and ZPTC elections, the possibility of a Khairatabad Assembly bypoll, elections to the three newly restructured Hyderabad municipal corporations and also two Graduate MLC constituencies covering six erstwhile districts, are set to keep Telangana in a prolonged mini-election mode. The contests may not be held together, and dates for some are yet to be settled. But each will test a different layer of political strength.

The MPTC and ZPTC elections will take the contest to the village and mandal level. They will test the Congress government’s claims of implementing its electoral promises acceptance in rural Telangana, and the BRS’s ability to revive its once formidable local network. Though the BJP and the Left parties might not be formidable forces, they are likely to affect the outcome in a few places. The State Election Commission has already issued material related to the rural local-body electoral process, indicating the impending contest.

The possible Khairatabad bypoll could provide a separate urban test. The Telangana High Court already disqualified sitting MLA Danam Nagender who contested the 2023 Assembly election as a BRS candidate and defected to the Congress where he contested on its ticket as Secunderabad Lok Sabha candidate in 2024. Whether a bypoll eventually follows depends on the further legal and constitutional process, but legal experts and the BRS maintained that it was inevitable considering the past verdicts of the Supreme Court. The BRS is confident that it would strengthen its case against eight more MLAs who defected to the ruling
Congress and eventually, leading to bypolls.

The elections to Greater Hyderabad Municipal Corporation (GHMC) have been pending for the last one year. With its trifurcation into GHMC, Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation, the elections put Congress, BRS and BJP under scrutiny across the capital region, while AIMIM’s influence remains a factor in parts of the city.

The Election Commission has already commenced voter enrolment for the two Graduate MLC constituencies represented by BRS MLC Surabhi Vani Devi and Chintapandu Naveen alias Teenmaar Mallanna whose term will expire in March next year. Sources said it could be the last leg of the series of elections in the State before the 2028 Assembly polls.

The significance of these elections lies less in their immediate numbers than in what they reveal. The Congress will seek evidence that its government has translated into durable grassroots support. The BRS will look for signs that its organisational base remains strong. The BJP will seek to establish whether its parliamentary expansion can penetrate local politics.

None of these contests, individually, can be treated as a verdict on the 2028 Assembly election. Local candidates, caste and community equations, constituency-specific issues and alliances can substantially alter outcomes. But taken together, they will provide the first sustained political progress report on Telangana’s three major parties after the change of government.
