Telangana High Court issues interim suspension on succession order over Bhudan land dispute

Justice C.V. Bhaskar Reddy of Telangana High Court heard a land dispute case regarding Sy. No. 182 in Nagaram Village, challenging the issuance of pattadar passbooks despite a status quo order.

Hyderabad: Justice C.V. Bhaskar Reddy of the Telangana High Court addressed a land dispute case involving Sy. No. 182, located at Nagaram Village, Maheshwaram Mandal, Ranga Reddy District. The petitioner, a co-sharer of the disputed land, has raised concerns about the issuance of pattadar passbooks to private parties for land under dispute, despite an ongoing writ petition wherein the court had earlier ordered status quo. The dispute pertains to Bhudan land, and the petitioner argues that despite the status quo order, the revenue department and the Telangana Bhoodan Yagna Board issued pattadar passbooks to other parties, overlooking the legal implications of the pending case. The petitioner had earlier appealed against a decision to mutate the name of private respondent in the revenue records. The appeal was allowed by the Revenue Divisional Officer (RDO) Kandukur in June 2019.


The petitioner subsequently filed a revision before the Special Tribunal under the Telangana Rights in Land and Pattadar Passbooks Act, 2020, which was dismissed in January 2021, confirming the earlier order. The petitioner’s counsel submitted that despite the status quo order in place from the ongoing writ petition, authorities have proceeded to issue pattadar passbooks and allowed transactions on the disputed land.

The petitioner contended that the concerned authorities, including the Revenue Department and Telangana Bhoodan Yagna Board, issued these documents without due consideration of the court’s order or the dispute over Bhudan lands. Upon hearing the arguments, Justice Bhaskar Reddy granted an interim order suspending the succession granted to the private party for the disputed land. The court directed that the case be listed for further hearing on November 28, 2024.
