Hyderabad: The Telangana High Court on Tuesday reserved its order on an application filed by IAS officer Amrapali seeking to vacate an interim stay on a Central Administrative Tribunal (CAT) order directing her allocation to the Telangana cadre. A Division Bench comprising Justices Moushumi Bhattacharya and Renuka Yara indicated that it would pronounce its decision within two weeks.
The application was filed in a writ petition instituted by the Union Government challenging the CAT’s June 24, 2025, order, which had granted relief to Amrapali in a dispute over the mutual exchange of cadre allocations between Andhra Pradesh and Telangana. The High Court had stayed the operation of the Tribunal’s order on December 8, 2025, pending disposal of the writ petition.
Senior counsel Avinash Desai, appearing for Amrapali, argued that the cadre allocation exercise following the bifurcation of the erstwhile State of Andhra Pradesh had resulted in injustice to her.
He submitted that the classification of officers and allocation of insider posts between the two States had resulted in a General Category insider post that should have been allotted to Telangana being allocated to Andhra Pradesh instead.
He urged the Bench to vacate the interim stay and allow the CAT’s order to take effect.
Opposing the plea, Additional Solicitor General B. Narasimha Sharma, appearing for the Union Government, argued that the issue of insider-outsider classification under the October 10, 2014, notification had not been directly challenged in the present proceedings and was unrelated to the orders under consideration. He sought dismissal of the application.
After hearing both sides, the Court reserved its order.
