Telangana: Irrigation dept readies list of candidates eligible for promotion
Officials said that based on the recommendations of the Engineer-in-Chief (Administration Wing), it was decided to consider the in-charge arrangements to the posts of SEs and EEs after promotions.
Hyderabad: The Irrigation department has prepared the list of officials who are eligible for promotion as Executive Engineer (EE) and Superintending Engineer (SE) apart from transfers.
The list was prepared following instructions from the Chief Minister K Chandrashekhar Rao recently to all departments to prepare a list of officials eligible for promotions.
The department has prepared the list of 14 EEs for promotion as SEs. A separate list of four more officials working in Hyderabad and Nagarkurnool was also finalized for transferring them to different places in the State.
One more list containing the names of 25 Deputy Executive Engineers (DEEs) for promotion as EE was also prepared. The department has finalized another list of EEs for transfer, according to officials.
Officials said that based on the recommendations of the Engineer-in-Chief (Administration Wing), it was decided to consider the in-charge arrangements to the posts of SEs and EEs after promotions.
The incumbent would continue to hold the pay-scale of the substantive lower post – DEE only and discharge the duties of SEs and EEs after assuming charge essentially as a temporary arrangement. This arrangement was subject to the outcome of the cases pending in High Court and Supreme Court.
The government would reserve the right to suo-motu review, modify, substitute and terminate the in-charge arrangement made without any reason. It was also reiterated that the temporary arrangement was not in recognition of the seniority.
No rights, equities or claims should therefore be based on the temporary arrangement. If anyone makes any claim based on the arrangement thus affected, the government reserves the right to immediately terminate such in-charge arrangement without any notice and reason.
The administrative structure of the department was reorganized with 19 territorial Engineer-in-Chiefs/Chief Engineers and nine headquarter ENCs/CEs for more responsive management of the extensive irrigation infrastructure which has been created after the formation of Telangana State.
