Telangana scores 100 for power supply to agriculture, industrial sectors: NITI Aayog

Hyderabad: Telangana continued to outstrip most States including BJP-ruled ones in the energy sector, scoring a perfect 100 in the hours of electricity supplied to industrial and agriculture sectors apart from energy savings in commercial and public buildings, and regulatory assets, the State Energy and Climate Index (SECI) of NITI Aayog has revealed.

As per SECI, Telangana, which secured an overall rank of 17, has secured 86.1 score in Average Cost of Supply (ACS) and Average Revenue Realised (ARR) gap, while scoring 84.5 in emission intensity of GSDP in the parameter pertaining to environmental sustainability.


BJP-ruled States like Gujarat, Karnataka, Madhya Pradesh and Uttar Pradesh apart from neighbouring Andhra Pradesh scored 100 with respect to power supplied to the industrial sector. However, Gujarat, Karnataka, Madhya Pradesh and Uttar Pradesh scored a measly 11.4, 1.7, 61.1 and 97.7 scores respectively while AP scored 5.6 in the category related to power supply to the agriculture sector.

In the category of energy savings in commercial and public buildings, Gujarat, Karnataka, Madhya Pradesh and Uttar Pradesh scored zero, 50, zero and 50 respectively while AP scored 50.

According to NITI Aayog, the larger States – Tamil Nadu, Maharashtra and Telangana – were making significant efforts in adopting Energy Conservation Building Code and were the front-runners in energy saving in commercial and public buildings.

Telangana State Planning Board vice-chairman B Vinod Kumar said Gujarat topped the index while there were two indicators where Telangana outperformed Gujarat. Telangana performed better than Gujarat in access, affordability and reliability of energy sources.

Overall, Telangana was placed in the second spot followed by Kerala in providing accessible, affordable and reliable energy. It shows that Telangana was better than Gujarat in providing electricity to the agriculture sector, he said.

The SECI is the first index that aims to track efforts made by States and union Territories (UTs) in the climate and energy sector. It is hoped that an in-depth analysis of individual States will help in enhancing the service delivery on various parameters of energy.

These parameters have been devised keeping in mind India’s goals for climate change and clean energy transition. The report consists of three thematic parts. The first part explains the background, objective and present energy scenario in India.

Different global and national indices are described, as well as a comparison of the Indian economy with a few other countries is done to give an insight into how these economies perform in the energy and climate sectors.

A review of all existing indices reveals that there is no comprehensive index to evaluate the performance of the States in the energy sector. A comprehensive SECI should ideally cover affordability, accessibility, efficiency, discom performance and climate friendliness of all forms of energy.
