Telangana third in per capita health expenditure

Under Government Health Expenditure, govt spending Rs 1,698 per capita

Hyderabad: Telangana ranks third in per capita health expenditure in the country after Himachal Pradesh and Kerala. Stating that public health and hospitals are a State subject and the primary responsibility to provide healthcare services to citizens’ lies with the State government, Union Minister of State for Health and Family Welfare Bharathi Pravin Pawar tabled details of health expenditure of various States in the Lok Sabha.

As per the latest National Health Account Estimates (2017-18), the per capita expenditure on health for 2017-18 was Rs 4,297. The per capita expenditure incurred by the government on health was Rs 1,753 and per capita Out of Pocket Expenditure (OOPE) by households for the year 2017-18 was Rs 2,097.


Himachal Pradesh leads with per capita health expenditure of Rs 3,177 under Government Health Expenditure (GHE) and Rs 3,320 per capita under Out of Pocket Expenditure (OOPE). Kerala ranks second in the chart with Rs 2,272 per capita under GHE and Rs 6,363 per capita under Out of Pocket Expenditure (OOPE). Telangana ranks third in the country with Rs 1,698 per capita under GHE and Rs 2,120 per capita under Out of Pocket Expenditure (OOPE), she said.

Meanwhile, the Central government maintained a strategic silence on increasing fertilizer supply to States for Kharif and Rabi seasons. Responding to a question by TRS MP Kotha Prabhakar Reddy in Lok Sabha, Union Minister of Health and Family Welfare and Chemicals and Fertilizers Mansukh Mandaviya said before the commencement of each cropping season, the Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State governments, assesses the requirement of fertilizers.

After assessment of requirement, DA&FW projects month-wise requirement of fertilizers. On the basis of the month-wise & State-wise projection given by DA&FW, the Department of Fertilizers allocates sufficient/ adequate quantities of fertilizers to States by issuing a monthly supply plan and continuously monitors the availability.
