TNGOs members in Mancherial occupied house sites before land alienation was complete

TNGOs Mutually-Aided House Building Co-Operative Society members allegedly occupied house sites and constructed homes on 29.30 acres in Naspur before completion of the land alienation process. The Collector said the society had received the land without paying its market value.

Mancherial: Employees from various departments, who were members of the Telangana Non-Gazetted Officers (TNGO) Mutually-Aided House Building Co-Operative Society Limited – Special Unit, Mancherial, allegedly occupied house sites in 29.30 acres of land in Survey No. 42 on the outskirts of Naspur and then constructed houses even before the process of alienation of the land was complete, drawing criticism from many.

Officials said that the society was allotted the land and it was handed over to it on September 7, 2000. The District Country and Town Planning officials approved the layout in 2010. The then Tahsildar issued individual pattas with plot numbers as per the layout, while beneficiaries were selected through a draw of lots. The beneficiaries were employees working in Mancherial, Kasipet, Mandamarri and Bellampalli mandals.


The office bearers of the society initially prepared a list of 341 beneficiaries in 2010. But five persons from Naspur, in whose names the land was assigned, approached courts against the allotment of the land. In 2016, a case was disposed of and accordingly, construction of 130 houses was taken up in the first phase. Another case was also closed in 2023, resulting in the freeing of 10 acres. Subsequently, a general meeting was held to choose 110 beneficiaries through a lottery system under the second phase.

Earlier, due to the construction of a 100-foot road to the Integrated District Officers Complex (IDOC)-Mancherial and court cases, the construction of houses under the second phase was halted. The layout was altered. A new list of 110 beneficiaries was finalised in 2022. All the beneficiaries occupied the sites and built houses after securing permissions from municipal authorities over a period of time.

Meanwhile, Collector Kumar Deepak, in a rejoinder to a report over the inclusion of the house sites in the 22A prohibited list, published in these columns on September 7, clarified that the land was handed over to the society without payment of any market value and that the entire process was still incomplete. Unless the entire process of alienation is complete, the said lands were treated as derived from government/Sarkari parampogu land, he remarked.

When asked, TNGOs Mancherial president Gadiyaram Srihari admitted that they had not paid the market value to the government so far as they were unaware of the requirement. He, however, informed that they had written a letter to the CCLA expressing interest in paying the amount for the land as per the then market value.
