Hyderabad: Will there be a change of guard in the Hyderabad Cricket Association, which is facing the worst-ever crisis with the top brass including the president, treasurer, and former CEO facing criminal proceedings? Will there be fresh elections? Will there be a special General Body meeting to name a new set of office-bearers to run the show?
Well, these are the questions that crop up as HCA faces an unprecedented crisis.
But again, who will take any corrective measures at all?
A former secretary of HCA informed Telangana Today that in the absence of the president, the vice-president (now Mr Daljit Singh) can convene a General Body meeting to initiate serious measures to convey the right message to all concerned with the game. In the meeting, a resolution has to be passed, by majority vote, about suspending the concerned officials involved in criminal proceedings till a final order in the court of law comes out.
According to the HCA Constitution, pending inquiry and proceedings into complaints or charges of misconduct or any act of indiscipline or violation of any rules and regulations, the concerned member, administrator, player, match official, team official, or other individual associated with the HCA (along with their respective privileges and benefits) may be suspended by the Apex Council until final adjudication.
However, the said adjudication ought to be completed within six months, failing which the suspension shall cease — as per page 50 of the rules and regulations of the HCA.
It is also pointed out that five members of the Apex Council shall form a quorum for its meetings. The president or in his absence the vice-president or, in the absence of both, a member elected by those present at the meeting shall be the chairperson. In the event of a tie, the chairperson shall have a casting vote.
The HCA Constitution says that a resolution by circulation by all members of the Apex Council shall be as valid and effective as if it had been passed at a meeting of the Apex Council. Such a resolution shall be ratified at the next meeting of the Apex Council.
By all means, with each passing year, HCA has slipped further down in the eyes of the entire cricketing fraternity.
