BRS releases chargesheet on two years of Congress rule marked by incompetence, chaos
The BRS released a chargesheet accusing the Congress government of two years of failed governance, rising corruption and stalled development. Harish Rao said none of the six guarantees were implemented and claimed welfare, public outreach and investor confidence had sharply deteriorated.

Hyderabad: In a blistering attack on the Congress government‘s two-year tenure, former Minister and senior BRS leader T Harish Rao accused Chief Minister A Revanth Reddy of running a private limited government marked by collapsing governance, widespread corruption and broken promises.
Calling the period two years of suffering for the people of Telangana, he said the government had failed both in delivering its guarantees and in continuing the initiatives that defined the initial years of Telangana under the BRS.
He alleged that the Congress regime survived on self-praise, photo sessions and Goebbels-style propaganda, while development stalled and welfare systems deteriorated. Dubbing the Chief Minister as “Buildup Babai”, he said Revanth Reddy was high on hype but low on delivery.
Releasing a chargesheet at Telangana Bhavan on Monday, Harish Rao summed up the government’s performance as hollow, fruitless and pointless. He stated that the first two years of any government signal its intent and pace. “If these two years are any indication, Telangana is heading for deeper distress,” he warned.
Drawing a comparison, the BRS MLA said the first two years of the BRS (then TRS) administration saw the rollout of 24-hour power, Mission Bhagiratha, Mission Kakatiya, enhanced pensions, Kalyana Lakshmi, Shaadi Mubarak, strengthened food security, agricultural modernisation, TS-iPASS reforms, SHE Teams and Hyderabad’s rise as an investment hub.
“These interventions laid the foundation for Telangana’s nine-year transformation. In contrast, Congress has produced nothing beyond rhetoric and revived corruption,” he said.
Governance paralysis and policy chaos
Harish Rao criticised the Chief Minister’s pre-election promise of daily Praja Darbars. “After one day of grand drama, the Chief Minister disappeared. Ministers stopped attending within a week. Complaint copies are now lying in garbage heaps. Praja Bhavan has become a venue for parties and receptions, not public service,” he said.
He blamed the government’s impulsive and immature decisions including the cancellation of the Metro Rail extension and scrapping of Pharma City for stalling Hyderabad’s growth and damaging investor confidence. “Revenues have decreased. Investors are reconsidering. The Chief Minister’s erratic approach has pushed the State backwards,” he charged.
The former Minister said the Congress lacked both vision and direction, noting that even the first of the six guarantees remained unimplemented. He said there was no clarity on major schemes such as Maha Lakshmi and accused Ministers of dropping public outreach within days of assuming office.
Organised corruption at peak
Accusing the government of institutionalising corruption, Harish Rao alleged that bills were being cleared only after commissions were paid. He said the Ministers had imposed unofficial fixed taxes on building permissions, layout conversions, contract bills and land-use approvals among others.
“RR tax, Bhatti tax, Uttam tax and many others are being imposed as every leader has a cut. A 30 per cent commission is the new norm. This is the most organised corruption Telangana has ever seen,” he alleged, claiming that a portion was being sent upwards to Delhi, enabling the high command to overlook the misuse.
He said big contractors’ bills were being cleared swiftly while farmers continued to wait for crop loan waivers. “Not a single village has full loan waiver. If it is done, I will resign. Is Revanth Reddy ready?” he asked.
Calling the Congress government ‘Scamgress’, Harish Rao listed alleged scams including Musi Riverfront land scam, HCU land encroachment, Pharma City–Future City real estate scam, civil supplies racket, transport smart-card scam, fly ash scam, HAM road contracts scam, urea black marketing and HILT policy manipulations. “Revanth Reddy proves daily that no scam is too big or too small,” he said.
No six guarantees
The BRS leader stated that the Congress failed to implement even one of six guarantees. He accused the government of hiding behind excuses of debt and financial stress after issuing promise cards with signatures of Sonia Gandhi, Rahul Gandhi and Mallikarjun Kharge.
He pointed out that unlike former Chief Minister K Chandrashekhar Rao who continued schemes of his predecessors, Revanth Reddy scrapped BRS programmes out of personal dislike.
“KCR Kits and Nutrition Kits praised by NITI Aayog were discontinued. Fish seed and sheep distribution were halted. Welfare delivery has collapsed,” he said.
Harish Rao charged a sharp deterioration in law and order, citing a rise in suicides, murders and sexual offences. “The Congress government deceived every section of society. These two years are a lesson in how not to govern,” he said, demanding accountability from the Congress leadership.
