Hyderabad: Energy Minister G Jagadish Reddy said on Monday that the strict rules framed by the Central government were discouraging many entrepreneurs from setting up waste-to-energy plants.
“Many entrepreneurs are not willing to take up these projects since there was no difference between the production cost and the rate fixed by Energy Regulatory Commission,” he said in the State Legislative Council here.
Among other factors, the cost incurred to transport the waste from dump yards to production plants was the key factor that was making things challenging for the entrepreneurs, the Minister said while replying to a question raised by MLCs U Gangadhar Goud, Naveen Kumar and A Narsi Reddy.
The Minister said that as per the rules implemented by the Central government, applications for setting up 90.05 MW capacity projects were filed but only 76 MW capacity projects were approved. At present, 38.40 MW capacity municipal waste to energy generation projects have been grounded in the State. Of these, 19.80 MW capacity power projects were in utility, the Minister said.
He further said 0.38 megawatts of electricity was being generated every day from the waste and this was aiding in the prevention of nearly three lakh tonnes of carbondioxide emissions per year.
The Minister said it was the first time that such an experiment was taken up in South India with modern technology. Processing and handling waste materials have now become a challenge to the entire world, he said.
“The State government is ready to provide incentives to aspiring entrepreneurs if the Central government amends the rules to encourage such experiments,” said Jagadish Reddy.
