Hyderabad: A two-judge panel of the Telangana High Court comprising Chief Justice Satish Chander Sharma and Justice Abhinand Kumar Shavilli on Wednesday ordered an enquiry by the District Judge of Suryapet into the alleged custodial torture of a tribal youth in the district. The panel was dealing with a PIL filed by K Raghavendra Prasad, a practicing advocate. The petitioner sought directions to initiate a criminal case against Sub Inspector of Police M Lingam and other police personnel involved in the incident and further to order an enquiry by the district judge.

A tribal youth Veerashekar of Ramoji Tanda in Suryapet district was picked up by three policemen without any reason while he was working at his agricultural field in November last. When his relatives approached the police, they claimed that he was taken for questioning in connection with a theft that took place at Eluru village. It is alleged that he was subjected to torture in the police custody and was released only in late night with multiple injuries on his body. After hearing the contentions of both sides, the court ordered an enquiry by the District Judge to be completed within 60 days. The court also directed the District Medical and Health Officer to examine the medical condition of tribal youth and take appropriate steps for his treatment.

Formation of revenue mandals

The panel on Wednesday reserved for orders a PIL questioning procedure followed in the formation of new revenue mandals of Cheriyal, Madduru and Komuravelli in the state. The PIL was filed by Bala Laxmi Rangu and others contending that Cheriyal Komuravelli and Madduru Mandals were included in Jangaon District despite grama sabha resolutions and contrary to the opinion of majority of the people of the Mandals. They further contended that only to divert the waters of Kamalayapalli cheruvu in Madduru Mandal and Tapaspalli reservoir in Komuravelli Mandal to Rajgopalpet in Nangunuru Mandal and waters of Kondapak mandal for Mallannasagar the said division was made contrary to the Andhra Pradesh Districts Formation Act 1974 and subsequent rules. The Government Pleader contended that it was a policy decision taken by the government for effective government. The court after hearing to both sides reserved orders.

Kashmiri Files

Justice P Madhavi Devi of the Telangana High Court on Wednesday dismissed a writ petition to remove some objectionable scenes in the movie Kashmir Files. The petition was filed by Mohammed Sami Ullah Qureshi a member of AIMIM (Inquilab) contending that the movie shows mass murders of Kashmiri Pandits by Muslims and exodus of some Kashmiri Pandits during the Kashmir Insurgency causing hurt to the religious sentiments of several Muslims around the world. The petitioner further contended that the film may spread riots and cause communal harmony between Hindus and Muslim communities. The judge, while observing that the grievance should be raised before the Central Board of Film Certification, dismissed the writ petition.
