Hyderabad: Despite the ban on transfers coming into effect on June 1, many department heads have not yet begun the exercise, highlighting the nonchalance of officials towards government orders.
The government had issued GOMs 38 lifting the ban on transfer of government employees on April 21. The order specifically mentioned that the transfers should be made from May 1 to 31, 2026 and that the ban on transfers would come into force from June 1, 2026. It had, however, said that these transfer orders would not be applicable to employees appointed for census-related work.
Despite the government clearly issuing guidelines to be followed by department heads and fixing deadlines, many have not initiated the exercise so far, charged a TGEJAC member.
Save for a few departments such as Forest, Commercial Taxes, Excise, SC, ST, Medical and Health and Ayush, many department heads have not completed the process. Despite repeated appeals to expedite the exercise, commissioners and senior officials had not bothered to process the applications, the TGEJAC member complained. “If the transfers are completed after the June 1 deadline, employees will face issues in drawing salaries as the Finance Department will raise queries,” the member added.
As per GOMs 38, persons who completed three years in a particular station as on January 1, 2026 are eligible for transfers. However, this condition need not be followed in respect of transfer requests on spouse grounds. Employees with more than four years of service in a particular station as on December 31, 2025 should not be retained. However, employees retiring before May 31, 2027 should not be transferred despite completing four years of service, unless they make a specific request for transfer, the orders said.
All transfers should be effected by the competent authorities as per the existing rules and orders on delegation. They should be carried out with the approval of the committees constituted for the purpose.
The employee would be deemed to have been relieved at the end of three days from the issue of the transfer order. Any violation in this regard would be viewed seriously by the government, the orders said.
