ECI data shows long-term rise in voter turnout across several states

Election Commission data shows a long-term rise in voter turnout and votes polled across several states since Independence. West Bengal, Assam, Puducherry and Tamil Nadu recorded major increases, while electoral roll revisions such as SIR are highlighted as important for maintaining accurate voter lists

New Delhi: The electoral data released by the Election Commission of India (ECI) shows a clear long-term rise in voter turnout and the number of votes polled across several states since the first elections after Independence. In West Bengal, voter turnout stood at around 40 per cent in the 1951 election and climbed steadily to a record 93.70 per cent in 2026, with total votes polled rising from 76.35 lakh to 6.40 crore.

Puducherry, which began participating later, saw a voter turnout increase from around 65-70 per cent in 1964 to 91.19 per cent in 2026, while votes polled grew from 1.71 lakh to 8.66 lakh. Assam recorded about 50 per cent turnout in 1951, which rose overall to 86.33 per cent in 2026. Total votes increased from 23.48 lakh to 2.16 crore.


Tamil Nadu’s turnout moved from nearly 70 per cent in 1967 to 86.03 per cent in 2026, despite some fluctuations and moderate declines in intermediate decades. Votes polled rose from 1.59 crore to 4.93 crore. Kerala started with a high turnout of around 85-90 per cent in 1957 and remained among the strongest performers, though it settled at 79.53 per cent in 2026. Votes polled increased from 58.50 lakh to 2.16 crore.

Bihar’s turnout began near 50 per cent in 1951, and rose gradually to 67.25 per cent in 2026. The number of electors grew from 1.02 crore to 5.02 crore. These voter trends show both the strengthening of democratic participation and the challenges posed by population growth, migration, and demographic changes. Periods of decline or stagnation in voter turnout often coincided with outdated electoral rolls containing names of deceased voters, shifted residents, or duplicates, while leaving out newly eligible citizens. This is why Special Intensive Revision (SIR) of electoral rolls is essential in India.

Through door-to-door verification by Booth Level Officers, SIR removes ineligible names and adds genuine voters, restoring the purity of the rolls. Without regular intensive revisions, inaccuracies accumulate, potentially suppressing genuine participation and undermining public confidence. The recent record turnouts in multiple states demonstrate the positive impact of sustained revision exercises, including SIR, in enabling higher and more meaningful voter engagement.
