HC directs authorities to extend visa to Russian widow on humanitarian grounds
The Telangana High Court, through Justice Nagesh Bheemapaka, criticised immigration authorities for rigidly denying a visa extension to Russian national Alena Pavlova, a widow engaged in humanitarian and cultural work. The Court directed officials to extend her visa, stressing that guidelines must be applied with compassion in exceptional circumstances.

Hyderabad: Justice Nagesh Bheemapaka of the Telangana High Court has observed that administrative guidelines should not be applied mechanically in exceptional circumstances, particularly where humanitarian considerations arise.
The observation came while hearing a writ petition filed by a Russian national, Alena Evgenievna Pavlova, who challenged the rejection of her visa extension application by immigration authorities.
The petitioner, who has been travelling between India and Russia for the past eight years, has been associated with service activities at the Sathya Sai organisation and is currently engaged in translating the Bhagavad Gita into Russian. She married an Indian national in 2024, but was widowed within a year following his death due to illness. Seeking to continue her work and support her mother-in-law, she applied for an extension of her visa, which was denied citing existing guidelines.
Taking note of the facts, the Court expressed displeasure over the rigid approach adopted by the authorities. It observed that denying a visa extension to a childless widow in such circumstances was “thoughtless” and emphasized that discretion must be exercised with a degree of humanity.
The Court further remarked that while the guidelines relied upon by the authorities may be valid, they cannot be enforced in a manner that causes undue hardship in exceptional cases. It noted that causing distress to a foreign national, already grappling with personal loss, on technical grounds was unwarranted.
Accordingly, the Court directed the authorities to extend the petitioner’s visa without imposing any penalties and to consider her case from a humanitarian perspective, observing that such actions would strengthen relations between nations.
