The suspects were identified as document writer Devaguptapu Veera Venkata Satyanarayana, 38, and his assistant Pole Raju, 42.
Police said Satyanarayana, who had earlier operated a MeeSeva centre, had allegedly been involved in the racket for the past eight years along with several associates.

Satyanarayana has nine previous cases registered against him in Hyderabad, Cyberabad and other commissionerates, police said. Six associates, including an advocate and persons allegedly impersonating GHMC and HMDA officials, are absconding.
Based on information, police raided a premises at Prathap Rudra Dreams Apartment near LB Nagar Metro Station on Wednesday and seized forged Gift, Sale and General Power of Attorney documents, 25 non-judicial stamp papers and 41 rubber stamps and seals purportedly belonging to Sub-Registrar Offices, GHMC, HMDA and other establishments.
