New Delhi/Jaipur: Prime Minister Narendra Modi will visit Rajasthan and Gujarat on Saturday to inaugurate the country’s first greenfield integrated refinery-cum-petrochemical complex in Baltora and a semiconductor assembly and test facility in Sanand.

The prime Minister will begin the Rajasthan leg of his visit from Jodhpur, where he is scheduled to inaugurate the new terminal building of Jodhpur Airport and launch the modified UDAN scheme aimed at strengthening regional air connectivity.


The new airport terminal, built at a cost of Rs 480 crore, has been designed to handle up to 20 lakh passengers annually. Spread over more than 23,000 square metres, it incorporates modern passenger facilities and sustainable features.

Under the modified UDAN scheme, the Centre has earmarked Rs 28,840 crore over the next 10 years to expand regional aviation. The scheme envisages development of 100 aerodromes from existing unserved airstrips, construction of 200 helipads, operational support for regional airports and continued viability gap funding for airlines, an official statement said.

Architecturally inspired by Rajasthan’s royal heritage, the terminal seamlessly blends traditional elements such as arches and ‘jharokhas’ with contemporary design.

Sustainability has been integral to the terminal’s design, with features such as energy-efficient systems, water conservation measures, and green building practices aimed at achieving a 5-Star GRIHA rating.

The prime minister will later travel to Balotra, where he will dedicate, inaugurate and lay the foundation stone for projects worth about Rs 1.06 lakh crore and address a public meeting, according to a release.

The refinery project at Pachpadra in Rajasthan’s Baltora was to be launched in April by Modi but a day prior to the inauguration, a major fire broke out due to which the inauguration was postponed.

Developed as a joint venture between Hindustan Petroleum Corporation Ltd (HPCL) and the Rajasthan government, the 9 MMTPA refinery-cum-petrochemical complex has been built at an investment of over Rs 79,450 crore.

The complex has a petrochemical production capacity of 2.4 MMTPA and is expected to strengthen India’s energy security, enhance petrochemical self-sufficiency and boost industrial development in the region.

Modi will also lay the foundation stone for Phase II of the Jaipur Metro Rail Project, estimated to cost over Rs 13,000 crore. The 41-km north-south corridor, comprising 36 stations, will connect Prahladpura with Todi Mod, linking key industrial, residential and commercial areas, including Jaipur Airport, Sitapura Industrial Area, Vishwakarma Industrial Area, SMS Hospital and Vidyadhar Nagar.

He will dedicate to the nation the Churu-Sadulpur and Churu-Ratangarh rail doubling projects, covering a total of 104 km and built at a cost of around Rs 900 crore, besides inaugurating the four-laning of the NH-125A Jodhpur Ring Road Section-II (Karwar-Dangiyawas) project developed at a cost of about Rs 740 crore.

He will also dedicate SJVN Ltd’s 1,000 MW Bikaner Solar Energy Project, built at an investment of around Rs 5,500 crore, and NHPC’s 300 MW Karnisar Bikaner Solar Energy Plant. In addition, he will inaugurate a transmission line for evacuating renewable energy from the Rajasthan Renewable Energy Zone and lay the foundation stone for a 530-km power transmission system in the state.

During the programme, he will also hand over appointment letters to around 54,000 newly recruited personnel across various departments of the Rajasthan government.

In Gujarat, the prime minister will inaugurate the CG Semi Outsourced Semiconductor Assembly and Test (OSAT) facility in Sanand.

“The inauguration marks a significant milestone in India’s semiconductor manufacturing journey with the commencement of commercial production at the facility. It represents a major step forward in strengthening India’s position in the global semiconductor value chain.

“The project is one of the first four approved under the India Semiconductor Mission (ISM) and has been developed with a total investment of over Rs 7,500 crore,” it said.

The statement said once fully ramped up, the facility will have an annual production capacity of up to 5 billion semiconductor chips and will help address the growing global demand for memory and storage solutions driven by rapid advancements in artificial intelligence (AI) and high-performance computing.

“The facility will cater to customers across the automotive, industrial, telecommunications, 5G, and Internet of Things (IoT) sectors. The CG Semi facility offers end-to-end semiconductor assembly and testing services, including wafer sorting, assembly, testing, package design, failure analysis, test programme development, product characterisation and logistics support,” it said.
