Kothagudem: Dr. Manmohan Singh Earth Sciences University (MSESU) formally launched in Kothagudem in December, 2025 is yet to have its own administrative structure to run the university affairs.
It might be noted that the University College of Engineering (UCE) affiliated to Kakatiya University was upgraded into the Earth Sciences University to offer courses in disciplines like geology, geophysics, geochemistry and environmental sciences, besides several engineering courses.
Nonetheless, as the process of bifurcation of the university from Kakatiya University is still pending, the MSESU lacked an autonomous status and remained dependent on Kakatiya University for admission approvals and other administrative matters.
Higher Education Secretary Yogita Rana is serving as the Vice-Chancellor (in-charge), while Kakatiya University (KU) Registrar Ramachandram is holding the position of Registrar and the UC Engineering Principal is serving as the officer on special duty (OSD) for the MSESU.
Key statutory positions, such as the Controller of Examinations and the Dean of the College Development Council (CDC) remain unfilled affecting the administration of the Earth Sciences University, the faculty and students complained.
On April 4, Commissioner of Collegiate Education, A Sridevasena issued an order setting up a seven-member committee to finalise the modalities for bifurcation and operationalisation of the MSESU. It included Commissioner of Collegiate Education, Vice-Chancellors of Kakatiya and Osmania Universities.
The order said the committee is aimed to prepare and submit a report within 30 days on a complete inventory of infrastructural facilities and immovable assets; details of sanctioned budgetary posts proposed for transfer from KU to MSESU as well as recommendations on bifurcation modalities. But nothing seems to have moved in that direction even after seven months.
The delay in bifurcation is affecting both appointments of faculty as well as admissions. For the academic year 2025-26 the MSESU got M Tech courses sanctioned but could not admit students due to delay in getting permission from KU authorities for carrying out admissions, said sources.
Students and the people of Kothagudem district are urging the government to immediately strengthen the Earth Sciences University to its full capacity by speeding completion of bifurcation process for the future of students in the district as well as in Telangana.
When contacted the University College of Engineering Principal Dr. T Jaganmohan Raju stated that the bifurcation is a time consuming procedure and hoped that it would be completed soon as the government has already initiated the process.
