Municipal commissioners in HMDA told to demolish illegal constructions

Hyderabad: Commissioners of all municipalities in the Hyderabad Metropolitan Development Authority (HMDA) limits have been instructed to demolish unauthorised constructions in their respective jurisdictions and to submit an action taken report to the State government by December 30.
In a memo here, the Municipal Administration and Urban Development (MA&UD) department said it had come to the notice of the State government that a number of unauthorised constructions including apartments, gated communities and layouts were coming up without any valid permission from the HMDA. In some cases, constructions were going on by quoting the erstwhile Grama Panchayat (GP) permissions which were not valid as the GPs were authorised by the HMDA to grant individual residential building permissions up to G+2 floor only and they were not authorised to issue permissions for apartments, gated communities or layouts.
Given this, the Commissioners of municipalities located in the HMDA area were directed to inspect all ongoing constructions and verify whether they had valid permissions or not. In case of unauthorised constructions, immediate action should be taken to demolish the same as per provisions of Telangana Municipalities Act 2019 and TSbPASS Act, with the action taken report to be submitted by December 30.
The municipal commissioners were asked to scrupulously follow the instructions and cautioned that negligence in this regard would be viewed seriously and that they would be personally held responsible for any lapses and disciplinary initiated against them.
The Director of Municipal Administration was asked to monitor the issue and ensure that the instructions were followed.
Four-storied building razed
Cracking the whip against illegal constructions, the recently constituted special task force (STF) at the GHMC zonal level has demolished a four-storied building constructed in a park located in Navodaya Colony, Road No.3 of Banjara Hills.
As per Greater Hyderabad Municipal Corporation (GHMC) records, the building was constructed in the land which was marked for a park in the colony layout. Following this, 20 staffers equipped with machinery were pressed into service to raze the structure on December 9. “Only some portion of the building is yet to be demolished, we will raze it and remove the debris,” said a GHMC official at the demolition site.
Meanwhile, civic body officials said that the identification of illegal constructions is underway in different parts of the city by STFs which were constituted under the provisions granted in the Telangana State Building Permission Approval and Self-Certification (TS-bPASS) Act.
The GHMC is divided into six zones and each zone has an STF. “The STF at zZonal levels comprising National Academy of Construction (NAC) engineers, revenue officials and police are identifying illegal structures to initiate action. They will also take action against the complaint received on TS-bPASS portal,” said a civic body official.
