Received ARR filings from TS Discoms: TSERC

Hyderabad: The Telangana State Electricity Regulatory Commission (TSERC) on Tuesday said that it has received Aggregate Revenue Requirement (ARR) filings from TS Discoms for the financial year 2022-23.
The filings pertained to operational and financial performance, sales forecast, load forecast, power procurement plan for the ensuing financial year, expenditure and revenue projections including revenue from cross subsidy and additional surcharge, estimated cost of service for various consumer categories and revenue gap.
The commission, however, observed that the ARR filings were not accompanied with Filings of Tariff Proposals (FPT) as per the provisions of the regulation. “We are directing the TS Discoms to file tariff proposals immediately to proceed further with petitions,” TSERC chairman T Sriranga Rao said in a statement.
After formation of Telangana, due to the State government’s industry-friendly policy and prestigious agriculture and multi-purpose lift irrigation projects, there was considerable growth in electricity demand and per capita power consumption. But, there was no increase in electricity tariff in Telangana for the past couple of years even though there was a steep increase in the input costs such as clean energy cess and freight charges among others of thermal power stations, which is the main source to meet the electricity demand of the State, he said. Though the State government was releasing timely tariff subsidies and infusion of considerable equity to them, the TS Discoms were undergoing financial stress.
In spite of all the problems, the TS Discoms were supplying 24×7 reliable and quality power to all the categories of consumers including the agriculture sector. In order to bridge the revenue gap and strengthen the financial position of the TS Discoms, there was a need to enhance the retail supply tariff.
The TSSPDCL ARR for the financial year 2021-22 was Rs 30,544 crore and the projected ARR for 2022-23 was 34,870 crore. The NPDCL ARR for 2021-22 was Rs 15,074 crore while the projected ARR for 2022-23 was 18183 crore.
The revenue gap for the two discoms – TSSPDCL and NPDCL – for 2021-22 was Rs 10,624 crore while the projected gap for 2022-23 was Rs 10,928 crore.
The total revenue for the two discoms for 2021-22 was Rs 29,343 crore while the projected revenue for 2022-23 was Rs 36,474 crore.
