Hyderabad: Government doctors from across Telangana on Monday sought Chief Minister A Revanth Reddy’s intervention for a permanent and sustainable solution to the long-standing salary and service-related issues faced by the doctors working in hospitals under Telangana Vaidya Vidhan Parishad (TVVP).
The members of Telangana Government Doctors Association (TGDA) also submitted a memorandum to Principal Secretary, Health, Dr Christina Z Chongthu, urging the State government’s quick action on this matter.
The core issue of bringing TVVP under Directorate of Secondary Health Services (DSHS) has remained unresolved. As a result, doctors continue to face uncertainty in salary disbursement, administrative ambiguity, cadre stagnation and lack of parity with their counterparts in other government health departments, the members of TGDA on Monday said.
The government doctors from Telangana said that a similar DSHS has been functioning effectively for several years in Andhra Pradesh. “The DSHS in AP has ensured administrative clarity, regular salary disbursement, time-bound promotions and improved health service delivery, the TGDA members said.
In contrast, the absence of a similar statutory framework in Telangana has resulted in recurring crises, particularly affecting secondary-level healthcare institutions and the morale of doctors serving therein.
The TGGDA urged the State government to either promulgate of Ordinance or Introduction of a Bill in the ensuing assembly session for the establishment of Directorate of Secondary Health Services and bringing TVVP under its administrative control.
Outstanding issues:
- Permanent resolution of salary delays
- Issuance of Health Cards to doctors
- Equitable distribution of the posts among the TVVP Hospitals
- Promotions can be carried out once redeployment is over
- Uniform service rules and cadre management, including creation and protection of DCHS-equivalent posts
- Removal of hurdles to promotions and assured career progression
- Improved governance, accountability, and administrative transparency
- Strengthening of secondary healthcare delivery across the State
