Hyderabad: Justice K Lakshman of Telangana High Court on Monday directed the Commissioner of Police M Stephen Ravindra to initiate disciplinary enquiry against erring Police officers for alleged harassment of an accused person in a case of cheating. The court directed that action be initiated within four weeks against police personnel, including the Station House Officer of Bachupally, the investigating officer, the Circle Inspector of SOT Narsingi, Shiv Prasad and to punish them as per the disciplinary rules.
The Commissioner was present in court in pursuance to a direction to appear in person. The Judge was dealing with the writ petition filed by T Prabhakar complaining of atrocities meted out to him and his family by the police. The petitioner is accused in a cheating case. He alleged that the Circle Inspector SOT called his son to the police station and slapped, beat and removed his shirt and pants and obtained cheques from him. Earlier the complaint of the petitioner was delegated to the Assistant Commissioner of Police by the Commissioner of Police to conduct enquiry.
The court observed that the said enquiry was not properly conducted. The court on February 25 directed the Commissioner to come up with an action plan against the erring officers and to be present in person. The Judge also asked the counsel for petitioner to file a detailed affidavit in case he was facing any threatening calls from anybody in the said matter. The case is posted to April 12 by dispensing with the presence of the Commissioner of Police.
Officials faulted for demolition
Justice B Vijaysen Reddy of the Telangana High Court faulted the revenue authorities for acting in a high handed manner and demolishing a small shop at Koti. The Judge made interim orders in a writ plea filed by Satish Chandra Jaiswal complaining that the revenue and civic authorities highhandedly came on a Saturday and demolished his shop. The govenment argued that the land belonged to the Government and that the application for regularisation was rejected earlier. Justice Vijaysen Reddy pointed out that even if it was a case of illegal occupation the petitioner was entitled to notice and could not have been summarily evicted. The authorities were directed to put the petitioner back in possession.
BJP MLAs suspension
A two judge panel comprising of Justice Ujjal Bhuyan and Justice A Venkateswara Reddy directed the Secretary of State Legislature to receive the representation of the three suspended BJP MLAs E Rajendar, Raghunandan Rao and Raja Singh and forward the same to the Speaker. The panel also wanted to ensure a prompt audience to the petitioners so that the Speaker would address the ongoing controversy. The MLAs were earlier suspended and they challenged the same unsuccessfully before the singley judge. The matter was heard in a writ appeal today by the panel.
