Telangana HC hears PIL on constituting PTAs, SGBs in schools

The High Court heard a PIL seeking enforcement of statutory provisions for Parent-Teacher Associations and School Governing Bodies in all state, aided, and private schools, citing violations of the Telangana Education Act and undermining transparency

Hyderabad: Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin of the Telangana High Court on Tuesday heard a public interest litigation (PIL) filed by Uppu Mallikarjun Patil, seeking enforcement of the statutory requirement to constitute Parent-Teacher Associations (PTAs) and School Governing Bodies (SGBs) in all schools across the State.

Appearing for the petitioner, advocate Vijay Gopal submitted that as per Section 30 of the Telangana Education Act, 1982, and GO Ms. No. 246, dated October 17, 1987, every educational institution, government, aided, or private is required to establish a PTA to ensure participatory governance and accountability. However, he contended that many schools in Telangana have failed to do so, in violation of the Act and rules. The petitioner also sought directions to the authorities to constitute School Governing Bodies in all private and aided institutions in line with GO Ms. No. 1, Education (PS.2), dated January 1, 1994, alleging that non-compliance with these mandatory provisions undermines transparency and the Right to Education under Article 21A of the Constitution.


The State sought time to obtain instructions from the Education Department. The Bench granted time to the State and posted the matter after six weeks for further hearing.
