Telangana tops Good Governance Index 2021 ranking in two of 10 sectors

Hyderabad: Telangana topped the ranking in the sectors of Commerce and Industry as well as Social Welfare and Development in the Good Governance Index (GGI) 2021, which was released by the union Home Minister Amit Shah on the occasion of the Good Governance Day in Delhi on Saturday. The State secured second position in the sectors of Public Sector Utilities and Economic Governance.
The GGI 2021 report was prepared by the Department of Administration, Reforms and Public Grievances (DARPG), covering 10 sectors and 58 indicators. The GGI 2020-21 categorises States and union territories into four categories, — Other States – Group A; Other States – group B; North-East and hill states and union territories, where Telangana was clubbed into Other States – Group A.
Though the composite ranking of the State was nine, Telangana had witnessed an incremental change in its overall score from 4.83 in GGI 2019 to 4.84 in GGI 2021, with significant growth in the sectors of Agriculture and Allied; Public Infrastructure and Utilities; Economic Governance; and Social Welfare and Development. As many as 20 states have improved their composite GGI scores in 2021, according to the index.
According to the indicators, Telangana was topped the Commerce and Industry sector ranking with a score of 0.699 points. The State which has achieved 99 per cent in Ease of Doing Business (EoDB), recorded 8.78 per cent Compound Annual Growth Rate (CAGR) of Industry.
Telangana is leading by capturing top position with 0.617 points among the States in critical sectors like Social Welfare and Development which measures the parameters that are key to the developmental paradigm and where citizens are the direct beneficiaries. Contrary to the accusations from the Opposition, the State has recorded an excellent growth rate in Housing for all (a jump of 79.06 points), economic empowerment of women (change of 27.3) and marginal improvement in rural employment guarantee.
The State had registered exceptional growth of 64.13 per cent in own tax revenues to total revenues, apart from scoring 0.632 points in all indicators that are factored in computing Economic Governance sector. The Fiscal Deficit to GSDP (Gross State Domestic Product) ratio had come down from 6.89 per cent in GGI 2019 to 4.13 per cent in GGI 2021, indicating an improved financial condition of the State. Due to Covid-induced economic crisis, Telangana along with all other States has higher debt to GSDP compared to previous GGI.
In the indicators that form the core of Public Infrastructure and Utilities, Telangana was ranked second with a score of 0.793 points and has displayed increasing trend in Connectivity of Rural Habitations and Energy Availability against the Requirement except in the Per Capita Power Consumption which is showing lower than the previous GGI. Among the Indicators, Connectivity to Rural Habitations is the most improved Indicator manifesting improved and focused thrust on improving rural connectivity through roads.
