UGC draft regulations on Vice-Chancellors’ appointment against federal spirit, says AISF

Hyderabad: The All-India Students’ Federation (AISF) on Tuesday criticised the UGC draft regulations on V-Cs appointment and faculty selections, stating that regulations undermine the autonomy of universities and go against the spirit of the Constitution.
Addressing a press conference in Osmania University here, AISF national president Viraj Devang and national general secretary Dinesh Sirangaraj alleged that the Central government was conspiring to weaken and corrupt the education system under the pretext of educational reforms and the National Education Policy.
Despite the Constitution clearly defining the powers of the Centre and the States in education, the draft proposals violate the federal spirit, weaken State’s rights, and diminish their decision-making authority, they said.
One of the most alarming provisions, they said, was the appointment of V-Cs being placed entirely in the hands of Governors, which they called unconstitutional. Until now, the State government formed a three-member search committee for V-C appointments, they added.
