Accident: Minors sent to observation home in Hyderabad

Hyderabad: Three minor boys involved in a fatal road crash leading to the death of a pedestrian at Bachupally in September last year were sent to the Juvenile Observation Home by the Juvenile Justice Board, police said.
On September 24, 2020, the three were proceeding towards Nizampet from Bachupally, triple riding on a scooter, when they hit A Venkata Babji (55), a security guard at a courier service office while he was crossing the road at Bachupally. Babji fell on the road and suffered grievous head injuries and died while being shifted to the hospital.
A case of culpable homicide not amounting to murder and under the Motor Vehicle Act was booked by the Bachupally police and during investigation, it was established that the boys were driving the scooter at very high speed with the driver having no valid driving license. On December 30, the Cyberabad Police produced the boys before the Juvenile Justice Board with a request to take necessary action. The JJB sent the boys to the Government Juvenile Observation Home for Boys.
According to the police, the owner of the scooter, the mother of the boy who drove it, will also be prosecuted for allowing unauthorised persons to drive her vehicle. This is not only an offence under the MV Act, but also amounts to abetment to homicide as per the provisions of the Indian Penal Code, officials said.
“In this incident, the victim who had come from far to Hyderabad for a livelihood has left behind a wife and two children, who are now struggling to live,” said SM Vijay Kumar, DCP (Traffic), Cyberabad.
The Cyberabad police have been booking cases under section 304 part-II IPC for culpable homicide not amounting to murder against those who cause fatal accidents by driving under the influence of alcohol or by jumping signal lights or without driving license or if minors drive.
“Most parents casually allow their children to drive vehicles clearly knowing it is illegal. This poses serious threat to themselves and other road users,” Vijay Kumar said.
It is the parent’s duty to educate children on traffic rules and ensure that they follow rules. Otherwise, they will also face legal consequences, the DCP added.
