EV charging rates in Telangana as per ToD tariff system

The average cost of service (CoS) for the entire State has been fixed at Rs. 6.04 per unit. The DISCOMS had proposed a tariff of Rs.6.10 per unit.

Hyderabad: Telangana State Electricity Regulatory Council (TGERC) has reportedly fixed the tariff of electric vehicle (EV) charging as per Time of Day (ToD) tariff system.

Under the ToD tariff system, electricity charges will vary based on the time of day. The current flat rate system will be replaced. During daytime, the tariff may decrease by up to 20 percent, benefiting consumers. Conversely, during night-time, the tariff will increase by the same amount.


As per the new tariff, Rs. 7 per unit will be charged between 6 am to 10 am and 6 pm to 10 pm. Similarly, between 10 pm to 6 am Rs. 5 per unit will be charged and for the other time slot Rs. 6 per unit will be charged. The average cost of service (CoS) for the entire State has been fixed at Rs. 6.04 per unit. The DISCOMS had proposed a tariff of Rs.6.10 per unit.

The Telangana Southern Power Distribution Company Limited (TGSPDCL) and Telangana Northern Power Distribution Company Limited (TGNPDCL) had filed pleas before the commission seeking determination of tariff for electric vehicle charging stations (battery swap) under section 64 of Electricity Act, 2003. The commission did not concede to the same rate of fixed tariff applicable in other States arguing that there were several factors which determine the tariff such as financial viability of the distribution licensee, and therefore one rate cannot fit the bill for all the States. It also rejected the use of open access through renewable energy sources for charging stations as rules and regulations are in vogue at present to release power supply to charging stations.

The commission, while setting the tariff, considered that the central government in its draft amendments to the Tariff Policy had stated that the applicable tariff for charging stations will be less than or equal to the average cost of supply determined by the AT and C (Aggregate Technical & Commercial) loss level of 25 percent or actual, whichever is lower.

There are 508 EV charging stations in the low tension (LT) category and 21 in the high tension (HT) category in the State.
