Farmers in Adilabad irked by inordinate delay in issuance of land titles

Farmers in Adilabad and nearby districts face long delays in receiving Pattadar passbooks after the Dharani portal was replaced by Bhu Bharathi, with printing arrears stalling document issuance.

Adilabad: Farmers, who either buy or sell agricultural lands, are forced to wait a long time to receive green Pattadar passbooks or land titles.

The then BRS government introduced the Dharani portal, an online and integrated land records management system in 2020. Farmers were easily able to sell or buy farm lands with the advent of the system. They were immediately receiving land titles through the postal department at their doorstep after buying a piece of land without needing to run from pillar to post to get the passbook.

However, the State government scrapped Dharani portal and replaced it with Bhu Bharathi in April 2025. Farmers are now facing inconvenience since launching of the new system. They said that they did not get the documents of ownership even after completion nearly a year following the transactions. They use the passbooks for availing various government schemes including Rythu Bharosa and agriculture loans as well.

K Gangasagar from Koutla (K) village in Nirmal mandal said that he purchased a piece of land on December 23 last, but did not receive the land title so far. Several other farmers from Adilabad, Mancherial and Kumram Bheem Asifabad districts who bought lands from neighbours and locals expressed displeasure over inordinate delay in obtaining the passbooks even after paying a fee of Rs 300 for the document. They requested officials to take steps to expedite the issuance of the documents and to avoid inconvenience to them.

Revenue officials said that the issuance of the passbooks was taking more time than usual due to delay in printing of the documents by an agency in Hyderabad. They stated that efforts were being made to prevent inconvenience to the farmers. They added that the challenge was already brought to the notice of higher officials of the government and it would be addressed at the earliest.

Sources said that an agency hired for printing the passbooks stalled the process due to arrears pending with the government for quite a long time.

They disclosed that the fund-crunch was affecting the printing of documents resulting in the delay. The government was now planning to engage another agency to speed up the disbursal of the land titles soon.
