Hyderabad: Following the success of Dharani, the one-stop portal introduced by the Telangana State government for effective and transparent land management, the government has set aside Rs 400 crore in the 2021-22 State budget for a comprehensive land survey.
Presenting the budget in the State Assembly here on Thursday, Finance Minister T Harish Rao said Dharani was introduced to make land records accessible for all in a transparent manner. “A new era has begun land administration. Anyone from anywhere in the world can retrieve their land records through this portal. Due to loopholes in the laws pertain to land ownership rights and records, land disputes had become a major issue. Chief Minister K Chandrashekhar Rao realised that peace cannot be restored in rural areas unless this problem was solved,” he said.
The State government undertook the exercise of purification of land records and introduced Dharani, an exercise no seen in any other part of the country, the Minister said: adding: “As a result of the exercise, we have been able to achieve clarity on almost 95 per cent of land records in the State. New passbooks are given to farmers which has facilitated providing financial assistance to 60 lakh farmers under the Rythu Bandhu scheme.”
Pointing out that new registrations and the mutation policy introduced by the State government was people-friendly, he said the process was simple and with enhanced transparency. “Registration and mutation works take place at a quick pace now due to the introduction of new acts by the government. Passbooks are also being issued very fast. Over 3.29 lakh people have utilised the registration facility and 1.06 lakh pending records of mutation have been completed. This system does not allow any tempering with records, and minimises bureaucratic influence and corruption” Harish Rao said.
Stating that the government had decided to conduct digitalised land survey with the objective of bringing a system to land records, he said that based on the survey, the administration will provide exact latitude and longitude boundaries of lands in the passbooks. “This will not only cover agriculture lands, but also endowment, Wakf, forest lands and other government lands and disputes will be resolved under this system,” he said.
