Hyderabad: The State government has considered the proposal for Extension of Time (EOT) beyond the final EOT granted in 2018 for the balance 61 packages of irrigation projects till their completion, extending the benefits through orders issued in 2015 to complete the packages in all aspects.
The Engineer-in-Chief (General), Irrigation and Command Area Development (CAD) Department, would formulate a suitable methodology to ensure early completion of works and take necessary action accordingly, said Special Chief Secretary to Government Dr Rajat Kumar in GO MS No 23 issued here on Thursday.
The government earlier issued orders on comprehensive measures for the early completion of the long-delayed 25 ongoing major and medium irrigation projects involving 111 packages considering the price adjustment for labour and other materials apart from cement, steel, fuel and Electro-Mechanical (EM) and Hydro-Mechanical (HM) price escalation provided in the agreement conditions.
Subsequently, the State government also issued orders including another five packages for relief under GO Ms No 146 of the Irrigation and CAD (Reforms) Department in 2015 with a clarification.
The Engineer-In-Chief (General) stated that the extended date considered vide GO Ms No 120 in 2018 was over for most of the 61 packages and requested for further extension of time in respect of these packages due to various reasons.
Reasons put forth by the Engineers-in-Chief (ENC) and Chief Engineers (CEs) for further extensions are as follows: 1) Non-completion of land acquisition necessary for execution. 2) Release of water into main canals and distributaries during kharif and rabi for irrigation and drinking water in the partially completed ongoing packages of Mahatma Gandhi Kalwakurthy Lift Irrigation Scheme (MGKLIS), Rajiv Bhima Lift Irrigation Scheme Project (RBLISP), J Chokka Rao Devadula Lift Irrigation Scheme (JCRDLIS), Jawahar Nettempadu Lift Irrigation Scheme (JNLIS) and Singur canals. 3) Obstruction for execution of field channels works by the farmers which are not covered by land acquisition. 4) Delay in timely payments for land acquisition and relief and rehabilitation, and work bills. 5) Re-engineering in some packages of Indiramma Flood Flow Canal (IFFC) and JCRDLIS resulted in extending the scope of works besides the need for acquisition of more land.
The Engineer-In-Chief (General) requested the government to consider EOT for the balance 61 packages duly extending the benefits of GO Ms No 146 issued in 2015 and GO Ms No 24 issued in 2017 since the reasons for not completing the package works are beyond the control of agencies.
The balance irrigation potential to be created under these packages is 10.63 lakh acres and the balance land to be acquired is 16,905 acres. The government, after a careful examination of the matter, considered the EOT proposal.
