Hyderabad: The State government yet again appealed to the Centre to sanction funds to Telangana in the forthcoming union Budget 2022-23. On Sunday, Industries Minister KT Rama Rao shot missives to union Finance Minister Nirmal Sitharaman for allocation of funds to the tune of nearly Rs 15,000 crore for the industrial infrastructure projects and future projects undertaken by the Telangana government.
On the occasion, the Minister said that Telangana has been at the forefront of the development trajectory in the industrial sector since its formation. He emphasised the need for the union government to provide the necessary support to Telangana, which was at the forefront in terms of innovative policies. He sought sanction of India’s first National Design Centre, funds for the development of five nodes on four Industrial Corridors
National Design Centre
Rama Rao reminded that Telangana requested the Central government several times in the past to set up a National Design Centre (NDC) in Telangana. As advised by the union Finance Minister herself, he stated that rather than setting up a new greenfield campus for NDC, they have revised the proposals and decided to establish it in the available space of the existing building of the National Academy of Construction (NAC) for launching NDC operations immediately.
The Minister sought allocation of funds in the forthcoming union Budget for initial capital expenditure and also operational costs from the Centre for eight years. The State government contributes 25 per cent of operational costs in addition to bearing rental charges.
Industrial Corridors
He wanted the Centre to provide necessary funds to boost the development of two nodes i.e. Hyderabad Pharma City (HPC) and National Industrial Manufacturing Zone (NIMZ) at Zaheerabad on the proposed Hyderabad-Warangal and Hyderabad-Nagpur Industrial Corridors under National Industrial Corridor Development and Implementation Trust (NICDIT). He urged Nirmala Sitharman to sanction an additional node at Mancherial on the Hyderabad-Nagpur corridor where 3,000 acres has been identified for the purpose. He wanted the Centre to allocate Rs 2,000 crore each for these three nodes i.e. total Rs 6,000 crore in the union Budget 2022-23.
Further, the State government was very keen to take up the Hyderabad–Bengaluru (HBIC) and Hyderabad-Vijayawada Industrial Corridors (HVIC) under NICDIT, which seamlessly connects the other industrial corridors of the country such as Visakhapatnam–Chennai Industrial Corridor (VCIC) and Chennai-Bengaluru Industrial Corridor (CBIC) etc and are priority industrial corridors for the State. He informed that the State government identified the Huzurabad node with around 3,000 acres and Jadcherla-Gadwal-Kothakota Node with another 3,000 to 5,000 acres within the influence area of HVIC and HBIC respectively and is keen to develop these nodes on a fast track basis. He wanted a budgetary allocation of Rs 1,500 crore each for these two nodes.
Defence Industrial Production Corridor
The Industries Minister urged the union government to consider Hyderabad in one of the two proposed Defence Industrial Production Corridors to augment and support the growth of the Defence and aerospace sector in the State. He pointed out that Telangana was strategically located in the Centre of the country and is already home to several public sector Defence enterprises and DRDO labs. The State already has a vibrant ecosystem in the private sector with several established companies in Defence and aerospace sector, setting up their units in Hyderabad.
Telangana has identified aerospace and Defence as a priority industry in its industrial policy and has two operational Aerospace Manufacturing Parks near Adibatla, besides an aerospace park operated by GMR near Rajiv Gandhi International Airport at Shamshabad. “The State is planning to establish a larger aerospace and Defence park at Eliminedu and also create another aerospace cluster within the National Investments and Manufacturing Zone (NIMZ) coming up in Medak district. We are also planning to set up a Defence incubator in Hyderabad with the Centre’s support,” he explained. Besides being home to over 1,000 MSMEs exclusively working for the Defence and aerospace industry, Telangana also has numerous reputed educational institutions including 26 universities that create human resources fit for the industry.
Hyderabad Pharma City
In the wake of the Hyderabad Pharma City (HPC) receiving the final approval of the National Investment and Manufacturing Zone (NIMZ) and getting recognised as a project of national importance, the State government initiated implementation of Phase-1. The project is receiving an overwhelming response from both domestic and international companies with an overall investment potential of Rs 64,000 crore and generating 5.6 lakh jobs.
Under these conditions, Rama Rao requested the union Minister to provide financial support of nearly Rs 5,000 crore towards overall concept level masterplan, Phase-1 detailed master plan and development of external and internal infrastructure development including roads, water and power supply, rail connectivity and airstrip/heliport along with internal roads, stormwater drains, site development, solid waste management and other such facilities.
